Section 1.              Recitals

 

The Village’s Fiscal Year 2018/19 Capital Improvement Plan and Annual Budget provides for the construction of three stormwater management projects: (i) Master Stormwater Management Plan (MSMP) Project #22 (Woodlawn Road), (ii) MSMP Project #25 (Glendale Avenue) and (iii) the replacement of an existing storm sewer culvert on Elm Ridge Drive. Given the similar scopes and close proximity of these projects, staff elected to bid them as a single construction contract (collectively, the “Project”). Public Works staff and the Village’s design consultant prepared bid documents for the construction of the Project. Sealed bids were received from three (3) contractors. The lowest responsive bid was received from A Lamp Concrete Contractors of Schaumburg, Illinois (“Contractor”) in the amount of $513,880.

 

Based on these factors, staff recommends entering into a contract with the Contractor in the amount of $513,880 (“Contract”) for the Project.  The Fiscal Year 2018/2019 Budget provides sufficient funds for the completion of the Project in Account No 16-4190-730-03 (Stormwater Projects).

 

The President and the Board of Trustees have considered the Contract and determined that it is in the best interests of the Village and the public to enter into the Contract.

 

Village staff recommends authorizing the Village Manager to enter into one or more change orders to the Contract for additional related work and unforeseen items of work if it becomes necessary to complete the project in the amount of $51,000, subject to the Village Manager making the necessary determination that the work contemplated by each change order complies with Section 33E-9 of Article 33E of the Criminal Code of 1961 and placing a copy of such determinations in the contract file.

 

Section 2.               Approval of Contract

 

                            The Contract shall be, and is hereby, approved in a form acceptable to the Village Attorney and the Village Manager.

 

                            Section 3.              Authorization to Execute Contract.

 

The Village Manager and the Village Clerk shall be, and are hereby, authorized and directed to execute and seal, on behalf of the Village, the Contract executed by the Contractor; provided, however, that if such executed copies of the Contract are not received by the Village Clerk within 60 days after the date of adoption of this Resolution, then this authority to execute and seal shall, at the option of the President and Board of Trustees, be null and void.

 

              Section 4.              Authorization to Execute Change Orders.

 

              The Village Manager and Village Clerk are authorized to execute one or more Contract Change Orders for additional work consisting of additional unforeseen items of work related to, or arising from other work contemplated by, the scope of work in the Contract in the amount of $51,000, subject to the Village Manager making the necessary determination that the work contemplated by the change order complies with Section 33E-9 of Article 33E of the Criminal Code of 1961 and placing a copy of such determinations in the Contract file.
