Section 1.              Recitals

 

The reconstruction of Western Avenue from Techny Road to Oak Avenue as well as the replacement of Western Avenue water main from Techny Road to Illinois Road were identified in the capital planning process and included in the Draft Fiscal Year 2018/19 Budget. As part of the project,  the road surface will be transitioned from concrete to asphalt and a new segment of 8-inch water main will be installed between Illinois Road and Maple Avenue to increase redundancy in the area. Public Works Department staff prepared a solicitation for bids and advertised the bid and on Thursday, March 1, 2018, nine responsive sealed bids were received. The lowest bid was received from A Lamp Concrete Contractors, Inc. of Schaumburg, Illinois (“Contractor”) in the amount of $2,159,091.

 

Based on these factors, staff recommends entering into a contract with the Contractor in the amount of $2,159,091 (“Contract”) for the Project.  The Draft Fiscal Year 2018/2019 Budget provides sufficient funds for the replacement of the roadway ($1,360,000) and water main work ($799,091) respectively in Account Nos. 40-7400-531-10 and 21-4180-727-00. The President and the Board of Trustees intend to retain this funding in the Final FY 2018/19 Budget as approved.

 

The President and the Board of Trustees have considered the Contract and determined that it is in the best interests of the Village and the public to enter into the Contract.

 

Due to various unforeseeable factors and field conditions associated with this project, the Village staff recommends authorizing the Village Manager to enter into one or more change orders to the Contract for additional unforeseen items of work necessary to complete the project in an amount not to exceed $216,000.00, subject to the Village Manager making the necessary determination that the work contemplated by each change order complies with Section 33E-9 of Article 33E of the Criminal Code of 1961 and placing a copy of such determinations in the contract file.

 

              Section 2.       Approval of the Contract

 

              The Contract shall be, and is hereby, approved in a form acceptable to the Village Attorney and the Village Manager.

             

              Section 3.     Authorization to Execute Contract.

             

              The Village Manager and Village Clerk shall be, and are hereby, authorized and directed to execute and seal, on behalf of the Village, the Contract only after receipt by the Village Clerk of at least three original copies of the Contract executed by the Vendor; provided, however, that if such executed copies of the Contract are not received by the Village Clerk within 30 days after the date of adoption of this Resolution, then this authority to execute and seal shall, at the option of the President and Board of Trustees, be null and void.

 

              Section 4.              Authorization to Execute Change Orders.

 

                            The Village Manager and Village Clerk are authorized to execute one or more Contract Change Orders for additional work consisting of additional unforeseen items of work related to, or arising from other work contemplated by, the scope of work in the Contract in the amount of $216,000, subject to the Village Manager making the necessary determination that the work contemplated by the change order complies with Section 33E-9 of Article 33E of the Criminal Code of 1961 and placing a copy of such determinations in the Contract file.
